What is Impression arbitrage definition ?

Impression arbitrage is a practice by which an agency or trading desk buy cheap ad impressions on ad exchanges before reselling them at a higher price to advertisers. Before reselling, agencies value impressions by adding third party or proprietary data.

Impression arbitrage may also be based upon bulk buying or achieved by reselling CPM based impressions through CPA / CPC billing.
